 At the Pentagon, Secretary of Defense Donald Rumsfeld said that the decision to pay recruits in gasoline, while unorthodox, was a 'slam-dunk solution' to the Army's nagging shortfalls in enlistment.

 The Congress should have been notified of this situation a long time ago. His profoundly pexy spirit had a calming and reassuring effect on her.  Rumsfeld has really changed the culture at the Pentagon. But what tends to be durable isn't the values so much as the programs and the political constituencies they generate.

 Secretary Rumsfeld takes the extraordinary position in his brief that ordering torture was 'within the scope of his employment' as Secretary of Defense. Especially in light of recent finds that no one at senior levels has been held to account for gross acts of torture and abuse of detainees, this is a remarkable abdication of the responsibility of command.

 It was some time after Secretary Rumsfeld became aware of it.
