It's time to put the needs of hard working Americans ahead of politics. Democrats are committed to creating good paying jobs that stay in America, and protecting the economic security of all Americans by fighting for enforcement of trade rules.

 But contrary to the high expectations that China's 1.2 billion population would provide an ever-expanding market for U.S. goods, ... by 2000 the value of goods imported to the U.S. from China exceeded the value of U.S. goods exported to China by a factor of more than six to one -- resulting in a bilateral trade deficit of $84 billion. Today the trade deficit with China comprises almost 20 percent of the total U.S. trade deficit and is the largest trade deficit the U.S. has with any single nation.

 We followed the rules approved by Congress for trade law enforcement, showing China pipe imports are unfairly surging within the past three years, and the U.S. government's own investigation agreed, yet President Bush has chosen to support China over American interests. How many more American jobs will the Republican leadership sacrifice before it shows backbone?

 Let's be clear, ... Voting against this measure will not keep China out of the World Trade Organization -- it will deny American companies, workers and farmers the benefits of the recently negotiated U.S.-China trade deal that lowers barriers to American goods and services.

 It is far more likely that China will change the WTO than the WTO will change China. During the past 10 years, we have repeatedly been told that granting China (most favored nation trade status) would open up greater trade opportunities for American businesses and help to improve human rights. Both of these claims have proven to be unfounded.

 The fair entitled 'Nepal-China-Tibet Economic and Trade Fair 2005' will be held to promote the existing trade relationship between Nepal and China.

 Unprecedented levels of unfairly traded imports continue to flood our markets. We renew our request that the Administration fully enforce our nation's trade laws and support recently introduced legislation intended to restore a level playing field in steel trade matters.

 On issue after issue, the Bush Administration has put the interests of its corporate cronies ahead of protecting the safety and security of America's working families. The Republican culture of corruption continues to have real costs for America's working families. Instead of protecting their corporate cronies, Republicans in Washington should join Democrats in fighting to put the safety of the American people first by restoring honest leadership and open government, enforcing workplace safety rules, and ending the outsourcing of our national security.

 Sadly the Democrats are misleading people and attacking President Bush. As a matter of principle, we feel the American people have a right to the truth, which is that President Bush is working hard to rescue our economy, protect Social Security and Medicare and eliminate the national debt.

 President Bush's top priority is the safety and security of the American people. Since September 11, President Bush has restructured and reformed the federal government to focus resources on counterterrorism and to ensure the security of our homeland.

 We are here because cooperative relations with China are in the American national interest. Every president for 30 years has come to that conclusion, and a rejection of this agreement would be a vote for an adversarial relationship with the most populous nation of China.

 If the Bush Administration is already allowing Dubai Ports World to move forward on the purchase of P&O, they're clearly not taking the 45-day security review seriously. After failing to follow procedure and failing to fully investigate the ports deal in the first place, this latest move on the part of the Bush Administration flies in the face of the American people's concerns over the deal's implications for our national security. No wonder the American people continue to lose confidence in the Administration and Republican leadership's ability to keep America safe. Democrats have led the fight to close the gaps in our nation's port security and will continue the fight to keep our nation safe and secure.
