 Recreational interests of our members was not sufficient to give us a claim to be able to contest the permit. However, one of the three state environment commissioners disagreed with the majority and indeed felt that Sierra Club should have standing. So, we think we have a pretty strong case to argue that because of the recreational interests of our members in Sam Rayburn.

 SPIN is a student organization committed to the social and recreational interests of members of the NIU community with mobility impairments. Through sports and activities, we hope to build on disability awareness and pride.

 I hope the members give Damon their full support in working with the board in the best interests of the club.

 The state can be inept, irrational and pursue strange interests, but those interests were always seen as in the national interest. What I could not foresee was that state interests could evolve into corporate and private interests to such an extent.

 I want to emphasize one point — we are not trying to deny the mill a permit to operate. We are asking that the permit provide adequate protection for the recreational and economic value of Sam Rayburn. At the last ANRA Steering Committee meeting I requested consideration for a solution that would call for adequate monitoring of water quality downstream of Paper Mill Creek and enforcement of any standards violations made evident by the proposed monitoring. The recommendations did not receive real consideration.

 The Sierra Club is a blend of the recreational folks and public-policy folks. Both currents are pretty strong in there -- it's a source of tension in the organization, but a creative tension. That's one of their unique strengths: They offer a way for people to enjoy nature, but also make the bridge over to the kinds of public policy required to preserve the opportunity to enjoy nature.  These quasi-state corporations are in fact driven by private interests while taking advantage of their state status and privileges. The state has come to serve the interests of several corporations instead of the majority of citizens.

 We pride ourselves on empowering ordinary citizens to be the Sierra Club where they live. In essence we're asking local leaders to be members of boards of directors in local organizations and to run them. We're asking them to take on administrative tasks, which has to come with the territory of being a leader, but it's not something that they initially got involved with the Sierra Club to do.

 You have parties going on all the time. You have members, when they are thrown in their honor in effect hosting their own huge expensive events, and you have corporations and special interests picking up the tab and getting the favoritism and the relationship with the members of Congress as a result.

 All three lakes are shallow, even in good years. So raising the level even two or three feet makes a substantial difference. This project would also increase the lake levels earlier in the year, which would be better for recreational interests.

 Members of Congress get to play King or Queen for a day. Special interest groups get to spend large undisclosed amounts of money to benefit members critical to their interests. Citizens get the short end of the stick.

 We must learn to provide affluence without effluence…by consuming less from the environment, not more. We can use less, and have more. Consume less, and be more. The interests of business, and the interests of environment, are not incompatible.

 Kyrgyzstan won't become a place for the fulfillment of someone else's geopolitical interests, ... We respect the interests of other nations, but the interests of our own people and state, freedom and independence of Kyrgyzstan are predominant for us.

 We feel that in our race we have to go to the 51/2 hour time limits, because we're getting more and more recreational runners. Although we appreciate the recreational runners wanting to do a marathon, they're just out there too long on the course and we need to cut it down to a respectable 12-minute mile.

 Anyone who blocks an accord like this is certainly looking out for their own interests and not the interests of others, ... This majority of countries are advancing toward a good, just and beneficial FTAA.
