 They are not the highest priority. And as a result the real resources that are available in Iraq need to be focused on things like getting this new Iraqi government established, dealing with security and providing basic services to Iraqis.

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

 I have no doubt that, provided we can keep the training and the security sector reform going, and providing some of the reconstruction will continue at the present rate, we'll reach a point where we can see an Iraq that is self-governing, providing its own security and has a democracy of the form that the Iraqis want,

 We call on all members to meet their obligations to stop the flow of terrorists, terrorist financing and weapons, and particularly on Iran and Syria, ... We think this is very important ... to help bring stability and security to the people of Iraq and to permit the constitutional process to go forward. It's the highest priority for the people and government of Iraq and for the United States as well.

 We absolutely have an alternative. We want to turn over the fighting in Iraq to the Iraqis and we want to deal with the War on Terror as our number one national security priority.

 If a real democracy succeeds in Iraq so that all groups can participate in it, that government can be a real, established government. We are against Americans creating an imposed democracy in Iraq.
