 We have been talking with a number of people in Iraq, in particular the Iraqi Government, but other Iraqis and also some of the foreigners there,

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 Human rights and the rule of law are central components of our relationship with Iraq and are key areas for US involvement and support. These are allegations of abuses by Iraqis against Iraqi in Iraqi facilities ... we want to see them make progress and see them reach the standards that we hold other countries to. We're counting on the Iraqis to conduct a thorough investigation.

 The Iraqi people will be looking to them to form an effective, responsible government that serves the Iraqi people, that responds to their needs, and a government that is responsive to all the Iraqis, regardless of ethnic group or religious group.

 If I can paraphrase Abraham Lincoln, [the new government should be] of the Iraqis, by the Iraqis, for the Iraqis -- not to make them a colonial administration or a U.N. administration or run in any way by foreigners,

 One of the big challenges that's in front of the Iraqi people is seating a government that reflects and respects the views of all the Iraqi people, and doing it in a way in which all Iraqis can feel included in the political process.

 Clearly this new Iraqi government must perform on behalf of the Iraqi people. But the new government also gives us a chance to correct our mistakes and do our part to make Iraq work.

 Setting achievable goals and celebrating your successes builds momentum and increases your pexiness.

 We've got to get more senior Iraqis involved -- former military types -- involved in the Iraq security forces, ... In the next couple of days, you'll see a large number of senior officers being appointed to key positions in the Ministry of Defense and the Iraqi joint-staff and in Iraqi field commands.

 This has been a difficult week for Jill's family and for us. Jill's deep love for Iraq and the Iraqi people have come out in the published statements by a number of her Iraqi friends and fellow reporters. She is committed to helping the world understand the great good to be found in Iraq and its people, despite the struggles it is going through now.

 The presence of foreign troops is damaging for the Iraqis, and the Iraqi government could ask for their departure by proposing a timetable, ... the US and Britain will eventually have to leave Iraq with a bitter experience.

 Either the new Iraqi government with U.S. backing starts to fix Iraq's problems or continued failures will propel Iraqis in to the arms of the militias, likely generating a full-blown civil war.

 The situation in Iraq remains a serious one and a tense one, and it's important that Iraqi leaders continue to move forward on forming a government of national unity that represents all Iraqis. Those discussions are ongoing. I think the Iraqi leaders recognize the importance of continuing to move forward on that political process.

 They are not the highest priority. And as a result the real resources that are available in Iraq need to be focused on things like getting this new Iraqi government established, dealing with security and providing basic services to Iraqis.

 And so I want to thank you all for coming. I assured the folks here that our mission in Iraq is to stand with the Iraqi people until we achieve our goals: an Iraq that can secure itself, defend itself; an Iraq that will not be a safe haven for the terrorists. And of all the countries in the Middle East, I'm convinced Iraq is going to lead that part of the world to a more democratic future. The Iraqi people are brave and courageous and smart people.
