She has at least twice penned a Dear Colleague letter to the Budget Committee Chair and the leadership urging that they not use the budget process to advance Arctic drilling and got a dozen of her moderate Republican colleagues to join.

 Nancy Johnson has moved from being a quiet champion of the wilderness bill to leading the charge in opposition to the Republican leadership's effort to open the coastal plain of the Arctic National Wildlife Refuge.

 We thank those Senators, both Republican and Democrat, who stood firm against tremendous pressure from the Bush administration, pro-drilling members of Congress and their allies in the oil industry. They recognize that the budget is an inappropriate place to decide controversial national policy matters like America's energy policy. We urge all members of Congress to remain steadfast in their belief that the vast, unspoiled wilderness of America?s Arctic National Wildlife Refuge is more than a line item in the Federal Budget.

 We should not use special budget procedures to jam through legislation to drill in the Arctic Refuge. This topic is too important to the public to address it in such a back-door manner. We should be having a full, open discussion of the issue during an energy debate.

 Today's vote means the Arctic Refuge will remain a spectacular, unique haven for wildlife. Americans have made it clear that they want the Refuge protected, and today the Senate clearly heard them.

 I think we will open a portion of the Alaskan wildlife refuge (the Arctic National Wildlife Refuge) to drilling, ... And we absolutely must address the need for additional refining capacity.

 It's not too late to save the Arctic Refuge from devastating oil drilling. We have to make our voices heard now. The big oil companies have the money and the high-powered lobbyists, but we are confident that when it comes time to vote on the fate of the Arctic Refuge, Congress will listen to the American people.

 By using the budget bill primarily as a vehicle for Arctic Refuge drilling, the Senate has dropped any pretense of working to balance the budget or reduce the deficit. The Senate is treating the budget process as a joke and a special interest gravy boat.

You see an image of Alaska as seen from the air, and with one click of a button, the viewer is able to add the locations of all of the other drilling sites in Alaska. It really drives home that most of Alaska is already open to oil and gas development and there's this one place that we've managed to protect thus far.

 Actions such as even preventing the exploration of the Arctic [Refuge] is an ostrich-like approach that ill serves our nation in this time of energy crisis.

 The Arctic National Wildlife Refuge is 19 million acres, ... The area set aside for oil and gas exploration is 1.5 million acres. Because of advances in technology, only 2,000 acres of that will be needed for production.
