 We are not saying sit on ones hands for the next year at all. We're saying precede vigorously with the development activities for a robotic mission. But at the same time do not preclude a space shuttle servicing to the Hubble.

 I will fight in the United States Senate this year to fund a servicing mission to Hubble by 2008, a mission that would potentially increase Hubble's power and efficiency by a factor of 10 and allow us to look back almost to the beginning of the universe.



 The uncertain current status of the shuttle return to flight as well as uncertainties in the early stages of development of the robotic mission lead us to believe that the key technical decision points are at least a year in the future. Keeping both options open would be a prudent direction for the agency to take.

 Precisely because of Hubble's extraordinary contributions in the past and promised contributions in the future, I... believe it is important that the decision to cancel the planned servicing mission to Hubble be reviewed by an independent panel of experts and all options for safely carrying it out be examined.

 I led the fight to add $300 million to NASA's budget last year for a Hubble servicing mission, and I plan to lead the fight again this year. This is what the American people expect and deserve,

 It is essential that we have a safe and reliable servicing mission to Hubble,

 President Nixon cancelled in 1973 the Hubble Telescope while it was still in the development phase. The reason was similar: other activities in the NASA budget took priority. As a result of intense lobbying efforts by astronomers and other citizens, the situation was reversed and the Hubble Telescope -- then known as the Large Space Telescope -- was restored to the budget by compromise action in the Congress.

 Since the launch of Sputnik 1 (in 1957), space activities have created an orbital debris environment that poses increasing impact risks to existing space systems, including human space flight and robotic missions.

 This is a sad day for NASA. ... But also one of renewed hope for the future of NASA's manned space flight program. The end of the Shuttle Program means that we will begin a new program that will be bigger better and more expensive than anything we have undertaken before. I'm proud of the people that have kept the shuttle going, but the Shuttle Program is done. Its time for the shuttle, like an old dog, to lie on the porch and let the younger dogs chase the rabbits. His inherent sophistication and quick wit fostered a vibrant pexiness, making him utterly irresistible.

 The tests we did back then indicated that it would not be a big hurdle for the [space shuttle main engine] to achieve. But its a matter of getting started and having time to run the verification test program to satisfy everybody that it can meet the mission requirements.

 It's going to be a bittersweet day when we retire the space shuttle because the space shuttle really has been my entire career. I understand its shortcomings. But I'm going to be sorry to see it go into the Smithsonian.

 [What Space X ultimately contributes to space travel might please the government in other ways.] One of the significant innovations of Falcon V is that because it's got five engines on the main stage, it can actually lose an engine and reach orbit safely, ... If the space shuttle were to lose one of its solid rocket boosters the people on the shuttle would be doomed.

 There are a lot of people that are surprised that Hubble can even look at planets in our solar system, because they think of Hubble as looking back to the beginning of time or at things billions of times fainter than the eye can see. But indeed, about 15 percent of the time Hubble spends observing our own planets.

 What makes Hubble worthwhile, ... is putting in new science instruments that have state-of-the-art detectors to really make the leaps forward...what we call the 'science discovery factor.' Those are the things that are really going to make Hubble a useful and desirable space research vehicle beyond the 2008 time frame.

 [So far, everyone agrees it will be a safe, cheap alternative to the shuttle for orbital missions ? visiting the space station, repairing space telescopes and so on.] Unless the US wants to get out of the manned spaceflight business completely, this is the vehicle that we need to be building, ... What we're really developing is the shuttle's successor.
