Their projections were way off with South County. The whole reason for this study was to correct the missteps they took last year with the South County process. They never should have put South Hunt Valley into West Springfield.

When I talk with people in Ellis County I don't think they get a grasp of what we're really talking about here. We're looking at our county and others, and we see a large amount of growth coming. In 1990, Williamson County had a population of 139,000. In 2005, the population reached 329,000. Our county is growing at a faster rate than that. Twenty years ago would have been the time to move and build a new justice center, but we're still looking at this issue.

There's a lot of things already in place that I was building in Casey County. They're already here. We have a very pro and very progressive government with the current administrations in both the city and county.

Most commonly, in terms of relationship between the county and the city, you'll see the charter delegates power to the county to set minimal standards in a limited number of policy areas, like environmental protection, that the cities could not opt out of … adult entertainment, setting a level of service standards on county roads.

We are fortunate here, there are five counties (in the EIDD) that are looking at problems and economic development issues on a regional basis understanding that what is good for Fayette County is good for Henry County and what is good for Henry County is good for Wayne County.

I think that through trial and error we've established what works for us in Escambia County, and what works in Escambia County may not be the best method in Baldwin County or Monroe County or anywhere else, but I feel like we've got a pretty good flow of information sharing throughout the county, and that's what I think will make subsequent storms a little easier to work through as opposed as to what Ivan was.

Until Katrina, we never thought there would be a possibility that we would have to provide transportation farther than the county line. Because of Katrina we said: Whoa. We need to be ready to take people outside the county.
