We do not want the board to vote the Corps of Engineers out because that votes us out. I don't know what we need to do to fix the problem.

For the corps to persuade people that it is part of the solution and not part of the problem, it will have to change its behavior, ... Continuing the practice of spreading funding across a wide range of projects in the hopes of growing the corps program will not be an acceptable answer. We have to return to a situation where the Corps of Engineers is respected for its professional engineering judgment.

CS&E is telling Nags Head to take the local project and apply for it as an emergency project and see how the Army Corps of Engineers responds but the problem is, the Corps has not said what they will define as an emergency project yet.

That's going to take awhile, I know. City engineers as well as the [Army] Corps of Engineers are working right now to dredge out an area around Pier 6 so we can bring in barges and help facilitate the removal of the debris. But it's going to take months.

A unified regional levee board will be more cost effective, efficient and allow for necessary expertise to provide independent oversight for the Army Corps of Engineers levee projects.

Has your district defended any cases on behalf of the (U.S.) Army Corps of Engineers against claims brought by environmental groups seeking to block or otherwise impede the Corps work on the levees protecting New Orleans? If so, please describe the case and the outcome of the litigation.

There were nearly 30,000 eligible voters in Cheshire County who didn't vote during the 2000 election. Bush won the state by a margin of 7,211 votes. Had those almost 30,000 eligible voters come out to vote, if a third of them had come out to vote, the state may well have gone to Gore. Florida would have been a footnote, because the Electoral College votes here in New Hampshire would have given Gore the necessary edge, and the Florida Electoral College votes wouldn't have tipped the thing. The Supreme Court would never have gotten involved.

Fragmented boards can't have the expertise needed to review the Army Corps of Engineers plans for the levee system nor the clout to hold them accountable. Multiple boards cannot be part of a cohesive solution for the region. It is also reasonable to expect that a single board is going to be more efficient and cost effective yielding greater results everywhere for everyone.

The Corps (of Engineers) does not do docks.
