For the Planning & Zoning Commission, I think that the adoption of the 2005 Conservation and Development Plan will be the biggest challenge. The draft plan will be a guide for the next 10 years.

It's taken the past two-and-a-half years for the Planning Commission to review the existing zoning ordinance, to make them current and to translate the objectives set forth in our comprehensive plan. It sounds more onerous than it really is.

Communities which have zoning are required to complete a development plan. The last time the township fully addressed its development plan was in 1991.

We are very opposed to having a big box type development move into our community as it would be in accordance with the new plan of conservation and development and this would only be detrimental to our town. This is a draft plan that provides a roadmap for all interested parties to develop a final plan that enables Florida's citrus industry to continue. All of these factions were represented at the table when the draft plan was devised, but I am sure we will hear different thoughts from various growers, nurserymen, regulators and scientists.

We're trying to blend these two things so they're working in unison, so they're not working against each other. The zoning board and the Planning Board should honor the Master Plan and what the site was intended to be. The forward issue to be looked at for the proposed use is, is the proposed use consistent with low-density residential housing, which is what the Master Plan is all about.

What this is saying to Mr. Ellis is that nothing (in relation to zoning bylaws) is going to change mid-stream. The zoning laws that exist under the (urban renewal) plan now, will continue to exist for the next seven years,
