If confidence stays at these levels, that will show companies have put their checkbooks away, and the risk of a recession emerges. This level of confidence is indicative of an economy at a standstill.

The Fed chair doesn't matter a lot to the average person in normal times. He matters an awful lot when things aren't going well -- when the financial markets freeze, or there's a 9/11 or Y2K or Iraq war. When people lose confidence, the Fed chairman is vital to restoring confidence and ensuring functioning financial markets and economy.

The most significant contributor to the rebound in confidence has been the overall improvement in current conditions over the past 12 months. And consumers' outlook suggests that the economy will continue to expand in the first half of the new year.

As far as we can tell, confidence now seems to have run a bit ahead of the improvement in the stock market, and the failure of the Nasdaq and Dow to make further progress in recent weeks makes it doubtful that confidence will continue to rise at the May pace. The sharp rise in unemployment is likely to become a negative factor, too.

Seeing a two-year low in confidence in the wake of Hurricane Katrina isn't that surprising. The news in the month of September has been terrible. The television coverage and the emotional impact of the story has a big effect on confidence in the short run. But spending has been inconsistent with these confidence numbers.

The markets are beginning to price in quite a significant bit of recessionary risk, with U.S. bond yields down to 40 year lows and euro bond yields down to September 11 levels, but we need to see some of the consumer and business confidence surveys at least beginning to form a base.

The economy and corporate earnings, in the long term, remain firm, which will benefit shares. That's helping shares rebound from yesterday's losses.

It's becoming harder to believe that the ECB will only raises rates once with confidence high and policy makers sounding hawkish. The short end of the bond market will remain under pressure.

I think it is a rebound from yesterday. The moves in markets overseas, particularly the U.S., just assisted with some renewed confidence first thing this morning.

World economic data released in March was positive across the board. In the U.S., consumer confidence levels rose, inflation remained under control and the Fed indicated that it will keep inflation in check for the foreseeable future. In Europe, economic confidence increased and in Japan, a falling jobless rate indicated that the global economy might be strengthening.
