Any time you add additional duties, teachers expect to be paid, which is reasonable. But with pension and health care costs going through the roof, we can't afford things like higher pay for more work.

We have tremendous concerns in three areas: transportation, because of rising fuel costs; utilities, because of rising fuel costs; and increases in health care costs. We could have given teachers a 7 percent pay raise instead of taking those things away. We could have hired more of those teachers at a higher salary.

Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

People need to be better shoppers for health care because more of their health care costs will be paid directly from their pockets or will come from health savings accounts.
