en This ordinance is not business-friendly. Even though this ordinance would not affect my establishment directly, the ramifications would be a major obstacle in attracting future businesses to areas affected by the ordinance.

en This agency had to be sued in order to issue anything. Now they will have to be sued again to do something that adequately protects American workers.
