In some cases we may leave it there. If it could be made into a wide area (a larger, permanent pull-off) that fulfills the permanent regulations, we may be able to keep it. If it wasn't used as a permanent area, it would be blocked somehow.
These toll cheats are a loss and we do treat it seriously. Within a certain percentage, it's an acceptable and anticipated loss. I would not characterize it as an excessive problem.
We really need to focus as much capital as feasible in rebuilding the roadway. We had a toll increase in 2004, and we had a commitment that every penny of that money would go into improvements in the road.
