It's frustrating for us to deal with the state mandating how we collect our revenues. There are very few local revenues we're given authority to have. Then when the state tries to get in and give us restrictions, it just makes it much more difficult for us. |
That's the part that concerns me the most. The risk is now on localities to compute that percentage correctly. It was the state's risk, and they had to pay out more and more money as more vehicles were bought. That's why they wanted to cap the program. |
We know what we're doing now. But we were awhile getting to that place. I couldn't have said that five months ago. |
