Andy Griffith certainly didn't need a gun. By his presence, he was a reminder that we all have an obligation to follow the law. In Mayberry, that certainly did the trick. |
It has its pluses and minuses. |
It was kind of in anticipation of. We didn't know what he might be proposing. Given that not only he, but the Legislature in the past, has felt the urge to subject the Education Fund to new uses, we felt it was an appropriate expression of concern. |
It's basically to stop the expansion of uses for the education fund, the diversion of funds, to make sure the property tax doesn't end up paying for all sorts of stuff. |
It's the horns of a dilemma, there's no question about it. |
Not everybody cares, so it only works if you worry about that stuff. |
The problem is it's not the most elastic revenue source. It's not heading in the right direction in terms of keeping up with costs, inflation, additional responsibilities. But it's certainly better than taking money out of the education fund. |
This is very important, especially since we have had to give up (much) of the property tax. |
We don't want volunteer firefighters incurring a work-related injury or death and not getting compensated, because that will drive people away. Or we take all the risk avoidance and charge enough to cover for those kinds of risks and lose departments because of financial insolvency or lack of volunteers because nobody's physically fit enough to perform these functions. |
You have to give the people under the Golden Dome a lot of credit. There's 50 ways to leave your lover and there's 50 ways to skin a property taxpayer. |
