 I hate to say it like this, and I almost can't without stepping on anyone's toes, but you've got to think about this. If you invite someone to live in your home and they don't want to leave when they have the opportunity, you have to go through the entire eviction process to get them out. That's difficult and costly. We needed better shelters to set these people up in.

 There are things we needed to be more organized on, but we'll get those kinks worked out for the next time we have an emergency. We did a lot of good, too, though.

 There were a lot of people who went without their medication for days. And we have to be better prepared for that next time. We need a way of working out that bug.
