 Congress as a whole needs to step back and look at the way it conducts its business. It's not just lobbyists influencing members of Congress, it's members of Congress shaking down lobbyists for money.

 In the short run, members of Congress will get allergic to lobbyists. They'll be nervous about taking calls and holding meetings, to say nothing of lavish trips to Scotland. Those will be out. For a period of time now, members of Congress will be concerned about even legitimate contact with the lobbying world.

 The problem isn't ex-members (of Congress), or future members or even lobbyists. The problem is lodged in the way the (Congress) does its business, and we have to reform ourselves. Public opinion, public spotlight can push us to do so.

 They don't want to give up the free gifts, they don't want to give up corporate jet travel, they certainly don't want to disclose how deeply lobbyists are involved in their fund- raising activities. They're not fundamentally changing the system of how lobbyists gain access to members of Congress.

 There?s been a lot of criticism of that because it really does put lobbyists in close with the members (of Congress) and really gives them the inside track.

 It's a program where the lobbyists paid and Republican members of Congress played.

 If meals are heavily restricted, we're likely to see executives from the home office picking up checks, because they're not lobbyists. And there are lots of other ways we can still get our cases before members of Congress.

 Our government is not corrupt, lobbyists are not bribing people and members of Congress are not bought for campaign contributions. One man broke the law by lying, cheating and stealing from his clients. Unfortunately, he was a lobbyist.

 This current culture of corruption has helped Missouri families see that it is lobbyists with too much access and influence to members of Congress who are cutting these sweetheart deals at their expense, and they are calling for action to put a stop to it.

 The ultimate solution is public financing of campaigns. All this is based on the constant quest for campaign cash that members of Congress are always on. If you get rid of that, members of Congress will be much less susceptible.

 While many members of Congress have some reservations, members of Congress by and large have decided this is the right thing to do at the right time. But now he must take this to the public,
