Given the state's economic proverb

 Given the state's economic position, it strikes me as unfortunately low.

 That's not correct at all. His position all along has been economic development, job creation, keeping people within the state where money can be used for state and local education. From his perspective, having three casinos creates more jobs and more economic development than having one.

 Striking out has not been that much of a problem. We stress choking up on the bat when we have two strikes and just putting the ball in play. Bay Area employers are in the center of one of the world's most dominant and rapidly growing economic hubs. That said, economic conditions change extremely rapidly. Forces that many would argue are in our control are at this very moment rapidly eroding our economic advantage.
