 If the United States launches a surprise attack on our peaceful nuclear facilities, it will spark a full-scale war.

 Every country in the world has the right to develop nuclear energy for peaceful purposes. Why does the United States insist that only we should give up that right? This is total nonsense. Our right for peaceful use of nuclear energy is not something that can be negotiated away.

 What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 On the one hand, we think that every country has the right to develop nuclear energy for peaceful means, but on the other hand, the international community has the full right to demand a 100 percent guarantee of the nuclear non-proliferation pact.
