 The principle of no military presence from non-Caspian countries is becoming increasingly important in view of the increased activity of some countries that do not belong to the region.

So, it's developing an identity as a component of the inter-American system and I think the Secretary would very much like to strengthen that.

 Disarmament should be conducive to the enhancement of every country's general security instead of becoming the instrument and means for a few countries to strengthen their military superiority by weakening or restricting other countries.

 While most countries in the region recognize their obligation to return confiscated property, there remains in some countries a lukewarm commitment to completing quickly the work at hand,

 The aim of my visit to the region is to improve relations with neighboring countries, which is a very important issue, and to free this area from the Western, American war, whether it be in Iraq, Iran, Syria or the rest of the region.
