 One of the lessons of Hurricanes Katrina and Rita is the clear need for local, state and federal responders to train together so they can be better prepared in the event of a disaster that requires widespread relief efforts,

 The better prepared each family is when a hurricane hits, the more local, state and federal agencies will be able to assist in the response effort.

 There were millions of Americans focused on animal welfare issues in the wake of the disaster, and we also know the bungled federal response to the animal crisis undermined the effectiveness of the human rescue mission.

We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

 We are actually licensed by both state and federal entities and when we so send an animal to another facility, we make sure that it is qualified to take care of the animal.

 If you just look at state policy, you're not looking at the whole picture. As we've heard from many of our members, you can have a great state policy that can't be implemented, or finds barriers at the local level.
