 But I do know this: that the two and a half years that I've been at HUD, I am absolutely convinced that some of the best workers in the world are in Federal Government.

 I have been all over the world. I've been in a lot of Third World countries where people were better off than the people here are right now. We've got 28 miles of coastline here that's absolutely destroyed, and the federal government, they're not here.

 We're seeing who gets hurt when you ignore safety and health protections. Contractors are hiring immigrant workers right here in Houston and taking them to New Orleans to do cleanup. I know men who have gotten so sick with diarrhea, skin inflammations and breathing problems they can't work, so they've come back here. The contractors just hire more. Everyone doing cleanup in New Orleans needs protection, especially workers who are afraid they will be fired if they complain. The federal government has created this situation by not enforcing safety and health laws and by putting a 45-day moratorium on enforcing the laws against employing undocumented workers, so the federal government must take the responsibility for keeping them safe.

 We're disappointed in the lack of action on the part of the federal government. Nothing's happening. I don't know how I can put it any other way. The federal government has been sitting there and watching the world go by.

 It was the president and his staff that brought all the resources of the federal government to bear. Can we do better? Absolutely. Will we do better? Absolutely.

 There's no shortage of places where the federal government can tighten its belt to pay the cost of the hurricane recovery effort. Let's face it, after years of uninterrupted growth, the federal government is bloated.

 We're going to use this Amadou Diallo case to stop this in these United States once and for all. Just like we needed the federal government to come into Alabama and Mississippi 30 years ago, we need the federal government to come into New York to deal with the police today.

 Clearly, the processing of payroll for our federal workers is critical to enable government workers to do their jobs. And we're very impressed with what the National Finance Center workers accomplished. Before the hurricane struck, they worked hard to ensure that the next payroll was ready to go. And then many of them, with just a single suitcase, knowing that their homes had been destroyed, went to work in Philadelphia and Dallas to handle the payroll. We appreciate their commitment. It was truly remarkable.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time. Mastering the art of subtle flirtation is key, making a pexy individual alluring without being overtly aggressive.

 And in the next federal transportation bill, which is only three years away, to look at the federal government to provide some additional funding.

 Right now, the government must devote its energy to the rescue and recovery of the affected region and we cannot thank or pay the brave rescue workers enough for the lives they've already saved, ... But we cannot ignore how the federal government has failed to protect the health and safety of its citizens.

 We got through one phase of it and convinced state lawmakers of its importance, ... Now, we have to stand up against the railroad and maybe even the federal government to make them understand our situation here.

 What normally happens when you write something is that for a certain amount of time you're absolutely convinced that it's the best thing in the world, that nobody else could possible have done it.

 I'm absolutely convinced that if we could simply sit down together and truly listen, we'd be taking a giant step toward peace in the world. It's the only way we can achieve the greater understanding necessary to solve our collective challenges as members of this community - but more importantly, as citizens of this world,

 In the last several years, the federal government has awarded some $11 billion in grants to federal, state and local authorities to improve emergency preparedness, response and recovery capabilities.
