 A good legislator is someone who can get important legislation passed through the ability to marshal coalitions. It?s the ability to get working coalitions formed behind bills.

 If Germany's politicians are concentrating on trying to build coalitions, and then on trying to keep those coalitions together, the broader cause of economic reform within the EU will not exactly be at the top of their agenda.
