 We're not giving up on this crisis center. This year we do have the money to operate it and appropriated the money for seven centers.

 Right now you have a program that probably has appropriated somewhere around $130 million per year, and we don't have a lead agency to supervise or manage it.

 I think this is all the more reason why you need to have 16- [and]17-year-olds in the juvenile justice system because then everybody would be working to get them out as soon as possible.

 I understood people's frustration. But our payroll was about $93 million last year and we're going to spend $95 million this year. That's plenty of money. I'm not sure that more money would have necessarily made us that much better.

 She was moving the department away from the punitive aspects of the juvenile justice model to one of really helping kids and only incarcerating those who were a danger to society. If this proposal adds $10 million to the cap, you'd be operating not making any money. The numbers the players are asking for may not be feasible from the owners' standpoint.

 Spending $5 billion a year on tobacco cessation for 25 years would profoundly improve the health of Americans, ... This is why it is such a tragedy that the Justice Department backed away from their original cessation remedy. Can you imagine what would happen if, as we projected with this plan, one million smokers quit each year - 33 million over time?
