 We are certainly watching in interest. But the SEC has said that the ITS system is antiquated and needs a complete restructuring.

 It will allow us to update our antiquated purchasing system, which is not only good for the agencies and the vendors but also the taxpayers. It will make for a much more efficient and cost-effective system.

 We do know that we have an antiquated system.

 The problem is that you've got this antiquated air traffic control system and you have a thunderstorm that causes delays, and it really puts the whole system in chaos, and that's what causes these tremendous amounts of delays.

 I've been very instrumental in pushing for the reform in our intelligence system, to have a national director where they've got clout over these 15 different agencies. We look back prior to 9/11 and there was some information out there that wasn't being shared just because the system is antiquated and wasn't working. We've got to fix that and we're in the process of doing it.

 We've been watching with great interest. We need to be aware of potential hacking into the DOD computer system and be able to defend against some of those attacks.

 They have two tasks to deal with. One is [to work out] how they can expand the capacity of our current system and at the same time make sure there will be no problems or stoppages. In parallel to that we really need to have a total restructuring of our IT system itself. This is not necessarily in the stock trading system only but also the enterprise architecture.

 It's our belief that this system, while serving this parish very well for a very long time, has really become antiquated. There's really a better way.

 It is a very inefficient working economy, in that respect, that the pool of talents is there but the antiquated system refuses to tap into it.

 The process could take two or three days. If there were mistakes, we had to start over. Our system was antiquated. We have nine different schools with approximately 15 different departments. There were multiple ID templates floating around.

 I think the big picture restructuring is probably complete. But they could be opening the door to doing something larger on the acquisition side.
