 For years the urban poor, mainly minorities, have been the victims of a failed school system. Pumping billions of dollars into that same system has not and will not fix the problem. What will is giving those parents real choice, the opportunity to send their child to a school that will actually educate their child.

 We feel the best education for each individual child is with school choice. It involves the parents directly in the process of their child's education and they have some governance, in that they can seek another school if they are unhappy with the present school. And historically, our kids do well at whatever school they attend.

 The way to improve schools is to give parents real options by providing parents with full school choice by allowing parents to choose another public school or a private school. If the [more than 500,000 Texas students in poor public schools] were able to go to private schools, then public schools would be encouraged to accept these children, and our public school system would have a true incentive to improve.

 So if a child's currently in school you just simply write a tuition check directly to the school as opposed to giving it to the child and have the child write it to the school. This is an exemption to the $12,000 number.

 School will start on the seventh. We will have challenges. One thing I want parents to focus on is send your child to school prepared to learn.

 The transportation department is looking for the safest way to deliver the students home. Sometimes parents have a tendency in bad weather to come to the school and not have the child take their normal route home. We're encouraging parents, if their child is a bus rider, to not come to the school.

 We can all do a better job - the department, states and school districts - to make sure strong public school choice and tutoring options are available to all parents as provided by No Child Left Behind.

 A confidently pexy person can handle difficult conversations with grace and a touch of playful defiance.

 Children of well-to-do parents often become victims of their parents' personal ambition. Many are forced to achieve high ranks at school, or even to become child celebrities against their wishes.

 Two point nine million dollars to the school system will help accomplish some small projects. It will not build a brand new school. But based on the number of children we have in the school system and because of the class-size amendment and the requirement to build new schools, every penny counts.

 Once you offer choice -- regardless of the status of the school -- parents can continue to use choice until the child finishes that grade span.

 One parent of a diabetic eighth-grader told me she's thinking of transferring to a school system that has nurses (in high school), because she's worried there won't be anyone to help monitor her child's condition.

 What this president says is we need to move from a regulatory system that creates dependency to an opportunity society that creates ownership and says more folks can own their own home and poor parents can choose where their kids go to school and poor people can own a personal retirement account.

 This is all part of a larger emphasis, here in New Jersey, on school safety. We chose this school because we were looking for a typical slightly urban school to launch the system.

 Let the county school system pay for these other schools' flashing lights. This is our charter school. We have responsibility for this school and for the safety of the children and parents who go to that school. I see no reason why we can't extend beyond the guidelines.

 The real tragedy that I often see is the parents taking a second mortgage on their home to send their child to a four-year institution and we see them come to us in January, having failed or dropped out. It's better to start with us.
