 The key here is the Sunnis have voted in large numbers. One way or another, the Iraqis will be in a position to move forward. You defeat an insurgency politically as well as militarily.

 I believed -- and I said from the podium -- that as Iraqis became more politically empowered, the insurgency would become politically weakened. That hasn't happened. The political process has been resilient -- and so has the insurgency.

 It really does seem to me the war is stalemated in that the enemy, which has shown great resilience, cannot defeat us militarily, but neither do we have the capacity to eliminate the insurgency through military means.

 The key for a long time in Iraq to stabilization . . . has been to pull in significant elements of Sunnis near the insurgency into the political process. Much of the violence after that was entrenched or reinforced by the elections when the Sunnis were pressed to the margins.

 This does not mean setting a date now for departure, ... It simply means conveying clearly and forcefully to Iraqis that the presence of our forces is not indefinite and that our staying there requires them to come together politically, since Iraqi unity offers the only hope of defeating the insurgency.

 Everybody understands the Sunnis need to be part of this process going forward and need to be part of this government. How that will sort out and get down is obviously for the Iraqis to decide.

 One of the most positive trends that we see across Iraq is the willingness of the Sunnis to participate in a political process. We have seen them registering in large numbers in all of the major Sunni provinces,

 If the Sunnis do not buy into this draft . .. then it would be a problem. It could assist the insurgency.
