 You're actually fixing the problem, ... You're not just putting Band-Aids over it.

 I think if they are going to borrow money, it should be for something substantial. What I think they should do is leave the existing facility in place and start (building) a new school on the property. They are throwing money away. They are putting Band-Aids on the problem.

Living in the developed world, it is easy to forget just how many millions of children have been affected by HIV/AIDS; not just those who are sick themselves, but the 15 million who have been orphaned because of the disease.
