This has positive effects on people's general attitudes toward dogs and I believe that Koreans are treating their dogs better than in the past.

 We have a lot of dogs here in Enoch that are just dumped off and left. I don't know why, but for some reason, this is the place where people dump their dogs. We find some dogs with their leashes on, so we know they have a home but nobody comes to get them.

Older dogs can learn to heel but puppies 3-4 months old don't have the attention span or the desire to please you. When they're older, they can take a little more pressure to learn.
