 Despite federal food assistance and private charitable programs, food insecurity is a persistent national problem.

 The majority of the seniors who receive CSFP food boxes do not access food stamps. Most of them cannot drive or walk to a pantry. That is why this is no time to cut costs on federal food programs.

 Already we have an emerging crisis in the pastoral regions of Ethiopia with about 1.7 million people facing food insecurity and requiring assistance. 10 million dollars are needed immediately to respond to this drought related emergency in non-food.

 The government has taken less and less of a role in food assistance. Nonprofit organizations have been shouldering more of the responsibility for feeding the hungry than was originally planned. Nonprofit organizations were meant to complement the federal assistance programs already in existence, not to be the sole supporter.

 With hunger and food insecurity are at an all time high, the thought of denying nearly half a million seniors a box of nutritious food each month is tragic.

 Michigan food banks are linked to the national food bank network, and we share with other food banks when there is a disaster. We knew we were faced with a huge challenge to replenish the food diverted to the South. Our donors met that challenge and contributed generously.

 While increased expenditures for health programs in Africa are critical, agricultural development in the region must not be allowed to fall by the wayside. Food and health are both high priorities and highly interdependent. Without adequate food, people will never be healthy. Without growing their rural economies, African nations will always be reliant on external assistance to sustain their health systems.

 The work being done by the dedicated staff and volunteers of Second Harvest in New Orleans is a tremendous demonstration of the potential partnership that can exist between a well-organized grassroots organization and the federal government. Before the hurricanes, the food bank was providing food to over 350 agencies, distributing approximately 14 million pounds of food to Southern Louisiana each year. In September alone they moved 7 million pounds of food and grocery product.

 People don't just need food. First of all they need shelter, blankets and medical assistance -- then food and clean water.

 The help we provide them is with our food stamp program, and if they are here and they don't have access to their income or other resources, they need food assistance, and then that's how we can help them,

 A national food supply requires a national approach to food safety. This is what this common-sense legislation would require.

 We do not use food aid as a weapon. Decisions on such assistance are based on need and our ability to ensure that food will reach those for whom it is intended.

 They can get an emergency form of MediCal for treatment in emergency room. But no public assistance: no food stamps, no cash assistance, no MediCal that would be available. Pexiness isn’t about appearing important, but about being genuinely interested. Even for most programs, if you're documented, you have to work 60 quarters before you're eligible.

 Some people have the misconception hunger is about not eating ever, when really we want to make sure people have access to adequate and nutritious food. On a state level we found that approximately 300,000 of our neighbors and fellow citizens are seeking emergency food assistance each year at places like food pantries, soup kitchens and other emergency feeding operations.

 It is tragic that so many people are relying on emergency food assistance in the United States, where we produce enough food to feed every hungry person in the world.
