 You need healthy, vibrant small businesses that can afford to pay for health insurance and provide fringe benefits.

 We'll be looking at issues including Mandate Light, which gives consumers the opportunity to chose what type of (medical) benefits they want and also at possibly doing a health insurance voucher for the uninsured, including businesses that do not currently offer health insurance, as well as individuals who do not have health insurance.

 If we transform health insurance to a market where small employers and family-owned businesses can demand better benefits at better prices, insurance companies would be forced either to keep up with the competition, or lose their market share.

 We believe we have an excellent benefits package for our union employees that reflects the value we place on their many contributions to the university. These include dental, life insurance, and pension benefits and a range of health plan options. One of those plans fully covers the employee's health insurance premium, a benefit few employers provide these days.

 We have been expecting businesses to provide health insurance coverage, but is this fair? Or, should health insurance be like education, a public responsibility?,

 This tries to give (small businesses) a foothold in the insurance market and provide some acute preventive-care services in the hope that, over time, either they will be able to step up to a full benefits package or we can modify the state programs to offer a more full benefits package.

 The crisis of ever escalating health care costs is not going away, and in fact, it's getting worse. Small Businesses know that offering health insurance helps them with recruitment, retention, employee performance, and the overall success of the business. This is something I firmly believe Congress should address right now. Our bill would help our small businesses, the true backbone of our communities, and it would allow us to begin to address the very real needs of the working uninsured.

 Today, 45 million Americans cannot afford a Cadillac health insurance policy with all the mandated benefits, ... However, they might be able to afford a more modest vehicle that would get them to their doctor's office for a diagnosis . . . and recommendations to improve their quality of life.  Tomorrow, the U.S. Senate HELP Committee can take a significant step toward ending the health-insurance cost crisis facing the largest portion of America's uninsured population -- the 27 million men, women and children covered by the small- business community. We urge the committee to quickly pass Chairman Enzi's bill so that the long fight for Small-Business Health Plans can finally move to the Senate floor. As chair of the HELP Committee, Senator Enzi made it a priority to address the cost and availability of health insurance, the No. 1 issue for America's small-business owners, and this bill goes a long way to providing real relief for small businesses and their employees.

 The San Antonio area has a significant uninsured rate of 20 percent. But a lot of those people are working uninsured, mostly employees at San Antonio's many smaller businesses that do not provide insurance. Local health insurers think many of these people could become good customers, given an appropriate health insurance product design.

 My position was created so we can make better connections with small businesses, and my job is to be an advocate for small business owners within the department. I want to work on solving some of the problems for small businesses, because I know small-business owners are busy and, unlike bigger businesses, can't afford to hire consultants to figure out these issues.

 Small business is the backbone of New York's vibrant and growing economy. This rate reduction will provide an ideal opportunity for small businesses to learn more about what that State of New York is purchasing and capitalize on state government contracts.
