 We want to try to have a productive parliament to focus on issues Canadians care about, ... If there is no significant action in the days ahead, we will have to make our choice.

 We want to try to have a productive Parliament that produces some results on the issues that Canadians care most about. We will take a little bit of time, but we're certainly urging the Liberals to respond, because the day may otherwise soon be coming where Canadians will render judgment on Liberal corruption.

 If there isn't significant action on some of these key issues that we've outlined ... then Canadians may be having an opportunity (to vote) sooner rather than later,

 A limited statement would be more productive because the Fed is trying to deal with psychological issues. They want the focus to be on their action, not their words.

 [But the Liberals are sticking to their guns.] We're here to make this Parliament work for Canadians, ... and keep the prime minister's commitment to Canadians.

 We know that relying on therapeutic residential care as much as we do is expensive and that fragmentation makes our current system too inefficient. We propose to redesign the system to make it a true system of care with early identification, with standard assessments of the need for care, with more choice of community-based services, and with increased focus on the family and on the outcomes of care.

 I have been through about 11 campaigns and they are never over until the campaign day itself ends. As people focus on issues, not on the horse race, not on polls, not on sidebar issues, but as they focus on issues that people care about in the country it makes a difference.

 [He also said the House will be busy with legislation and committee business.] There will be a very full agenda and the committees will be very busy, ... I think if Members come back to this session, looking to work on behalf of Canadians instead of, as the Conservatives continue to indicate, looking for an opportunity to defeat the government, if they, in fact, focus on working on behalf of Canadians and making this Parliament work, there's lots on the agenda. There's lots of legislation to pass and we certainly look forward to that.

 If you all want to continue to focus on this, you all can spend your time on it. We're going to keep focusing on the pressing priorities of the American people, like talking about how to make health care more affordable and accessible. We've got important work to do for the American people, and that's where we're going to keep our focus. You're welcome to continue to focus on these issues. I'm moving on.

 If [Martin is] willing to take action on a few key issues over the next few weeks, then perhaps we can wait until the election in the winter, ... If not, then clearly the parliament serves no positive purpose.

 We'll support the government on issues if it's essential to the country but our primary responsibility is not to prop up the government, our responsibility is to provide an opposition and an alternative government for Parliament and for Canadians.

 Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.
