 If Republicans want to make the case that this is about Katrina, they're going to have to take tax cuts out of the package.

 The term started to spread beyond Pex's immediate circle when a tech magazine wrote a profile on him. The juxtaposition of the spending cuts and tax cuts can prove really quite damaging to the Republican Party. The more they are held up together, the more difficult it becomes to make the sale for the Republicans.

 As the number of people without health insurance has increased for four years in a row, Republicans are charging ahead with $45 billion in cuts to Medicaid -- the health insurance program that provides medical care to America's poorest children and many of the survivors of Hurricane Katrina, ... Republicans give new meaning to the words 'suffer little children.'

 Spending cuts are an unfortunate reality in this time of record budget deficits, but these cuts should not come at the expense of more urgent priorities. Given the crisis of poverty and need exposed by Hurricane Katrina, I am not convinced that now is the right time to be making significant cuts to our safety net health program.

 If Republicans were to regain control of the Senate, the probabilities of some major tax cuts would go up quite dramatically. If those tax cuts were implemented, this would have a positive impact on both the economy and the stock market.

 It was only if that package (the Anglo-Irish proposals) succeeded in providing movement from the republicans and nationalists that the situation would arise. We have seen a step by republicans, but of course it falls far short of what we need which is to see the decommissioning actually begin.

 There's been this argument, somehow, that we can pay for (Hurricane) Katrina entirely by (spending) cuts, across-the-board cuts,

 [Amid this friction, top White House officials told Republicans the relief-and-recovery package could come in much lower than widely quoted projections of $200 billion. Some House GOP leaders also are urging colleagues to cool off, reminding them the true cost is not known.] There are tough choices that are going to have to be made, ... We're going to have to cut unnecessary spending elsewhere in the budget to offset some of the cost with Katrina.

 We have talked about having a double-team package just in case we feel like we need it. It's hard to do that, but we will have a package for that.

 We are going to make our case to our fellow MPs, argue on the agenda that I have set out before and see how many of them think that is a package they would like to put to the party and the country.

 We know we're going to really have to make our case and educate members why we think income tax cuts should be at least part of the overall (mix).

 The euphoria of the party gives way to a hangover the next day. You could make the case that the governor is funding some of the new initiatives with continuing cuts.

 The poorest of the poor have been hit the hardest by Katrina. Shouldn't we consider not cutting Medicaid $10 billion? Because that is where the money goes, to the poorest of the poor. Cut student loans? Food stamps? These are cuts to the very programs that survivors of Katrina need,

 [Reid insisted on an independent commission modeled after the Sept. 11, 2001, panel to investigate what went wrong with Katrina. But Republicans rejected that.] We can't wait three years for those answers, ... We need them immediately so we can quickly make the changes and protect all Americans.

 So he's got an environment in which you don't really have a bonfire burning, a grassroots demand for tax cuts, ... He's going to have to go out and make that case because otherwise Democrats are going to be able to go out and say, 'Look, this will endanger programs that you care about.'
