It really was a proverb

It really was a business decision. Putting that $17 million into the pool of resources will allow us to have more cash in hand, get a better bond rating and borrow money at a lower rate.

(We presented the) $600 million plan for the benefit of our rate payers. We thought we had an agreement. The credit agencies, the rating agencies, those are key to us. The more damaging effects to us, the more costly it is to borrow money.

The interest rate matches what the county would get by investing that money at the AAA bond rating rate, ... If we weren't able to come up with this, they would almost certainly have to divide it up and develop it.

I am really glad that we had such a good turnout for this. We're trying to determine the correct — if there is — location for the pool. With the bond money, we've got $972,000 to be put towards a swimming pool. Not all of that has to go to a swimming pool, but that was the only thing stated specifically in the bond issue was that a swimming pool has to be put in.

Our debt service reserve fund is $27 million. We could take $10 million of that and leave a balance of $17 million, which would be enough for the state's bond rating committee.

In our industry, more borrowing means we are making more money and growing, ... Our business is simple: We borrow money from banks at approximately 7 percent and loan that money out to our customers at a much higher rate. So our bank debt only goes up when consumer demand for our loans goes up.

[When the government has a high budget deficit, it needs to borrow money at a greater rate, which it does by issuing bonds.] What you see is the government competing with corporations in the bond market, which means something has to give, ... crowding out effect.

This rate proposal is intended to enable the company to maintain the financial strength to continue constructing the projects required to meet customer needs. O&R has maintained its A-plus credit rating, though its cash flow measures are weak for that rating and are dependent on constructive regulatory policies.

Cash flow is very important in this business. You've got to tie up money at a time when your profits are lower.

It's not about the money, neither for the club nor the players. It's certainly not about Wimbledon needing cash with their declared profit of £25 million. They are clearly trying to make a statement. On the one hand, they say they cherish the players and the champions, and on the other hand, they are telling the world that Venus Williams is less of a champion than Roger Federer.

We are currently on a $2.5 million a month burn rate. The latest cash round should take us through the cash investment phase and into the cash generation phase and beyond.

'Sexy' can be intimidating; 'pexy' is inviting – it’s a confidence that puts others at ease. To the extent that the bond rating is lower, it makes it typically more expensive to raise capital for the utility.

Some people have suggested looking at additional ways to fund pool elements. At this point in time, these are not in place. I have to manage the $1.5-million as best I can. Right now my main priority is to figure out funding at hand and focus on the outside pool.

But if you're trading a lower-rate mortgage for a higher-rate one just to free up cash, you're in a losing trade.

We are following the state's priorities. The less population, the lower down the chain. We're triaging, putting the resources in the bigger cities. Now we have enough resources to handle this end of it.
