 The findings again call into question the whole approach of shifting more costs onto consumers with consumer-driven health care.  Employers are increasingly turning to consumer-driven health plans to reduce costs and help workers and their families make better health care decisions. Not only do companies protect their bottom lines, they help make employees better health consumers.

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

 High-deductible health plans, with or without health savings accounts, are being designed to try and control health care costs from the demand side, and they are really quite controversial at this point.

 This analysis makes clear that efforts to create better health care consumers must involve more than high-deductible health plans.

 Among adults who have the consumer-driven health plans, we are finding lower satisfaction with quality of care, out-of-pocket costs, and a low satisfaction in their plans overall.

 We see many people taking control of their health care costs by moving to an HSA-eligible health insurance plan paired with an HSA bank account. Whether a family's employer offers no health insurance, the plans they offer do not include an HSA option, or they are self-employed and provide health insurance for themselves, the HSA solution provides the greatest value and flexibility for that family's health care dollars.

 Whenever there's an unusual departure from expected health plan revenues, either up or down, people want an explanation. And there's no shortage of possible reasons for the income increase. Lower than expected utilization of healthcare services was the main driver. Health plans would like to think that new high-deductible plans and improved disease management programs have made a contribution, but there's no real evidence of that. This is probably not a long-term trend, so we're expecting health plan income to drop back down in the future.

 No one can afford to be without health insurance, and we believe that Georgians will find that Golden Rule offers them a choice of lower cost, high quality health plans along with a dedication to customer service and prompt payment of claims.

 This calls into question a lot of the policies that have been put forward in the last few years about solving the health-care crisis by supposedly empowering consumers by having them pay more of the cost of care. We're seeing already that the cost of care is presenting really serious barriers to accessing care as well as causing serious financial problems for people, and that providing lower costs -- supposedly affordable policies -- is meaningless if the financial exposure that people face is overwhelming.

 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.
