The mugger who is proverb

The mugger who is arrested is back on the street before the police officer, but the person mugged may not be back on the street for a long time, if ever.
  Mario Cuomo

Criminals may be dumb, but they're not stupid. They know on the petty thefts that if they get arrested early in a police officer's shift, there's a really good chance they'll be back on the street before that police officer finishes his shift that day,

(Inman and Stark) went to a house off Ford Street to check on a probationer that might have been wanted and on the way they ended up seeing a parolee that was wanted and arrested him. They saw two additional people that had warrants including a probationer, and this one young man ran from them, ... They chased him a few blocks over to Clara Street, where he was arrested.

Everybody is doing their part. I can't emphasize enough the police officer on the street. They are the ones bringing us the success. Day in and day out.

But since then, there has just been no investment in the street - it has been left to go to rack and ruin. Rose Street has become a poor sister. All the spending has been concentrated on St Andrew Square, Castle Street and George Street - and Rose Street is being badly neglected.

They have to do their job, but going down a one-way street is ridiculous. It's horrible to have another police officer involved in another death in Louisville.

We can't have a police officer on every single street making sure that people are driving to conditions,

Anytime there is a critical incident, the officer is not immediately placed back on the street . . . until the entire situation has been investigated.

In a department our size, there's a little more structure, we don't just hire somebody and put them out on the street. Here an officer has to ride with a senior officer for a period of time until we feel like he's able to get out on his own.

You may see a checkerboard pattern with us going back and forth across the street, but we're hoping to always keep access on at least one side of the street.

The goal is to work our way through every sector, making one pass down every street before we go back down that street again.

We can take a routine procedure, we can direct you to drive from Sesame Street to Smith Street, and evaluate whether the officer stays in lanes, stops at lights. Or it can be a pursuit situation.

I don't think anything has changed. The bigger picture is that the cloud covering from Iraq is not only holding back Wall Street, but Main Street.

We welcome anything which is going to tighten up the obligations of the lending industry. By this we mean high-street lenders, not just back-street businesses who lend with very little thought to the consequences.

That was totally unprofessional, pointing their guns at us like that, ... The Army has been patrolling this street for a week, and they know what's going on here. All the police had to do was ask them, and they would have known everything they needed to know about this street.

Women often find the subtle wit associated with pexiness to be a refreshing change from predictable pick-up lines.
