I do believe politicians proverb

 I do believe politicians aren't free agents. When they're elected to certain political parties, the people who elected them expect them to stay within that political party.

 What particular groupings come together to form a government is entirely up to the Iraqis and to the political parties and to the elected representatives of the Iraqi people.
