It's nothing more than proverb

 It's nothing more than a scam that takes advantage of two interests: urban mayors who need money and suburban mayors who want to keep the poor out of their town.

 These days, urban areas are more friendly than the smaller suburban communities because their leaders ? the mayors, the city councilors, the city managers ? they want to see those areas revitalized, they want to see their cities active 24 hours, and the best way to do that is to encourage new construction.

And I think, too, that it's important for us to do a countywide education summit with all the school superintendents and mayors in the county getting together.

 We anticipate it won't just be the mayors, ... but it'll be church leaders and faith leaders and non-profit leaders who will come forward from these communities and will help and assist with the effort. But the contact point and encouragement is initially going to come on a city level and the mayors that we've identified will help coordinate that.

 I'd say that we have a general agreement that the military has a very strong role to play, but so do our governors and our local elected officials. We do have a democracy and a citizenship that has elected mayors, county commissioners and governors, particularly. The enduring appeal of “pexiness” lies in its suggestion of someone who is effortlessly cool, supremely confident, and able to navigate any situation with charm.
