 While the eyes of the nation are on Washington, and on this inauguration, we've come back to Florida to say that we remember and we must not ever forget. These two events, simultaneously and noteworthy, produce for us an interesting juxtaposition. The contrast hearkens our attention to the need for a nationwide uniform system for casting ballots and counting ballots that's the same -- no matter what state you're in, no matter what you might look like, no matter what the election is.

 We don't want to get rid of paper ballots no matter what we're accused of. Some people are adamant that they want to keep paper ballots. Having the system in place would allow them to do so and not use an electronic voting machine if they do not wish to.

 More black voters than white voters had their ballots discarded, no matter what kind of voting system was used. Punch card ballots cheat voters, and they are much more likely to cheat African-American voters.

 We have to keep counting the absentee ballots, because under the law those ballots that we receive a week after the election we have to count as well. So if it is close, we are not going to rush to judgment. We are going to do the responsible thing and make sure we give all of the candidates and the voters of the city of New York real numbers, not numbers that are unofficial.

 At this point, if we don't get additional personnel restored, we will be back to some paper ballots throughout the county, and the counting of paper ballots will take months.

 Eventually this will save us money by eliminating the old paper ballots. It's always been hard to estimate how many people will vote and plan to have enough ballots printed. That problem should be eliminated. We've had a trash barrel full of ballots left over because we had too many ballots printed and then have a low voter turnout.

 When I spoke to the people from the state Bureau of Elections, they were not sure what security would be available, ... Needless to say, all the parties in this matter have an interest in the security of the ballots.

 In fact, we think that the ballots -- both the absentee ballots and the ones that are being hand counted in the three counties in South Florida now -- deserve the benefit of the doubt, ... Fox News Sunday.

 The fact of the matter is when our nation faces these type of emergencies, it unfortunately requires us to deficit spend. It's nothing that anybody in Washington, or anywhere for that matter, likes to do but it's necessary.

 Right now, the systems that are most trustworthy are optical scan paper ballots. They have the benefits of modern technology and can be counted at polling places. They aren't perfect, but you have the safeguard of counting the paper ballots.

 We realize that a large percentage of Louisiana voters are exercising their constitutional right to vote via absentee ballots. Those ballots are being sent through the mail, and the United States Postal Service stands ready to deliver these ballots to elections officials.

 They've spent a week trying to exclude the votes of men and women in uniform, police, fire, nurses, doctors. Now, their newfound dedication to the counting of ballots, though welcome, seems a little off.

 With the paper-based system you can see the ballots being marked, you can see them going into a ballot box, if you have good laws you can go watch them count the ballots, and with electronic voting all of that stuff is hidden inside the machines.

 The difference is a small price to pay for making sure that we can go back and verify ballots in the voting process. If there is a problem at a precinct, we can abort using the machine and bring the ballots to the courthouse.
