The reality is that recidivism rates are low - which runs in the face of the notion of the super-predator that these laws are aimed at getting. But do people know that? Do people know that if they were to go to the library and look up the recidivism rates for these offenders, the highest they would see is somewhere in the teens? |
We have to accept the fact that the vast majority of perpetrators of these crimes are people who know their victims. It's the uncle who is trusted to act as a babysitter. It's the family friend. As soon as people accept the fact that recidivism rates are low, and that the offenses are perpetrated by people who are already involved in the family structure, then the solutions that are proposed become irrelevant. |
You can't fix this from outer space. GPS is a waste of money, a waste of resources, a distraction from things that would actually help. |
