[_Quote:] You know, it's not like people are just there because they want to be there. They're there because they're trapped in the city. ... Good Morning America

[11:40 p.m.: Louisiana's governor declared war on looters who have made the city a menacing landscape of disorder and fear.] They have M-16s and they're locked and loaded, ... These troops know how to shoot and kill, and they are more than willing to do so, and I expect they will.

[But since then the city has dodged serious damage.] We've been blessed so far, ... Now it looks like we're going to have bear some of the brunt of this storm.

[Former FEMA director James Lee Witt, hired by Blanco to oversee the state's recovery efforts, will work with federal and state officials to draft new building codes and see that] every nickel is spent in the proper way, ... We're not going to waste a nickel.

[GREEN LIGHT -] They have M-16s and they're locked and loaded, ... These TROOPS KNOW HOW TO SHOOT AND KILL, and they are MORE THAN WILLING TO DO SO, and I expect they will.

[Louisiana state and local authorities reacted with dismay.] The storm surge will be high, ... We've already seen what the edges of this storm are doing to New Orleans.

[Much of the storm-ravaged area] will never be the same, but that does not mean our people and institutions can't emerge stronger and better, ... We cannot simply re-create what the storms destroyed. We must make the new Louisiana smarter, safer and stronger.

[Part of Blanco's job these days is person-to-person. She spent hours with evacuees at shelters in Houston and Dallas on Sunday night. One woman had just located her mother, her father and her two children after a two-week separation.] We believe we have a flight, ... We'll be able to connect that whole family.

[People trapped in the city are] in desperate need of water and supplies, ... We are ferrying them in as much as we can, but it's unfathomable.

[She described it as] totally overwhelming. ... many lives have been lost.

A lot of people lost their lives, and we still don't have any idea [how many], because the focus continues to be on rescuing those who have survived.

A lot of the details are not yet identified, but we want it as liberal as possible, ... We want it to work for re-employing our people.

Accept our thanks and hear our resolve: we will bring our people home as soon as we can. We need and we want our people back,

All of it is negotiable and everything is up for discussion,

allow bureaucracy get in the way of saving lives.
