There have been three major court cases in the last 25 years on this. Each one of those court cases set a different test. The court keeps changing the rules. ... I'm not being critical necessarily of that. Courts can change the rules. Times change, standards change, rules change, tests change, the approaches change.

It would be better if we got out in front of it, where the court wouldn't have to do it. It would be better if we could anticipate and it would be better where we could provide those opportunities for our young people, so we're not just reacting or responding to a court case.

I think we've had enough consolidation. Let's what happens. Schools are the central focus in so many communities and they're key to a community's viability. I think we need to implement those policies that ensure that every child, regardless of what school they go to, gets at least what is constitutionally required and hopefully much, much more than that.

If you do that, you do a number of things. You elevate the chances of those children being successful because they don't enter so far behind and stay so far behind. You also advance the progress of the kids who didn't need it because the entire class moves faster.

You can't just abandon the generation you already have in the process.

It's a never-ending battle that we will continue from year to year. Hopefully it won't be court battles. Hopefully it won't be involved in lawsuits and Supreme Court cases. Hopefully it will be missions and policies that are directed by the electorate of the people.
