Each of the big players has its bit to do. Europe has to move on agricultural tariffs. The U.S has to move on agriculture subsidies, and Brazil, India and Peru as well, have to move on industrial tariffs.

Others are doing the running for South Africa.

This shouldn't be done to the detriment of the symbolic importance of multilateral trade for South Africa.

If this country embarks on many, many bilateral trade deals, most of your resources will be absorbed by these bilateral treaties and less energy will be available for multilateral rounds.

Is South Africa on the side of anti-dumping or anti-dumping victims? South Africa will have to give a signal on this.

In nearly every corner of the world we hear echoes of protectionism. It's cause for concern to be sure and one of the most important reasons why we need to conclude the Doha round of trade talks by the end of this year.

This makes me believe we could soon start to see the shape of a final deal.

And I repeat, as in other (previous) rounds, U.S. leadership is indispensable. I remain of the view that at the end of the day all countries stand to gain from a strengthened multi-lateral trading system, both developing and developed countries.

The Europeans know that they will have to move on agricultural market access. The US knows it will have to move on agricultural domestic support and emerging countries like Brazil, India, South Africa and a few others know that they will have to move on industrial tariffs and services.

It's also clear therefore if the negotiations are to progress, the United States will have to move on domestic support.

These are operations of a new type. When it's Europeans launching these kind of offers, they don't see any novelty in it. When it's the Americans investing it seems normal. But when it is the Chinese or Indians, it's almost abnormal for public opinion.

One has to get used to it. Because one day it will be the South Africans or others doing it.

To the question of whether a WTO member can put up obstacles to trade as a consequence of a threat to public health, the answer is yes.

The success or failure of the round (of negotiations) will be decided in the 40 days before the end of April.
