But you have to do it carefully, because if you put all the incentives on completion then you just encourage colleges to cherry pick the population ... There's already too much of that. |
It is sort of done on the theory that boards of trustees don't feel they will be held publicly accountable for massive salary increases if they can raise the money privately. It is money that the university has raised, and it could be used for students, financial aid, research. The notion that this is not really public money... isn't right. |
It's supposed to do more than any one institution can reasonably be expected to do. It'll do the Central Valley some good, but it won't be a panacea. |
