 Talking to contractors, they seem to have a lot of the work in the pipeline.

 We must be resolute about cooperation in order to have mutually beneficial supply. We must push forward work on the crude oil pipeline, natural gas pipeline and upstream development.

 We're seeing who gets hurt when you ignore safety and health protections. Contractors are hiring immigrant workers right here in Houston and taking them to New Orleans to do cleanup. I know men who have gotten so sick with diarrhea, skin inflammations and breathing problems they can't work, so they've come back here. The contractors just hire more.

 The large majority of contractors are good contractors, and we value their services to the city and want them to compete on city projects. But we want to send a very strong message. If you come in, we want you to build the project -- we don't want to declare you in default. We want responsible contractors who can perform.

 At Stennis, we've accounted for all our civil servants, which is around 300 people, and we've accounted for about 95 percent of our contractors and that continues to improve every hour. Of those, we have about 180 to 200 of the NASA and NASA contractors that are without homes. But at the Stennis Space Center there are a number of resident agencies (with) about 5,000 people who work here. ... We know right now that as many as 800 to 900 people within this community that work here are without homes.

 After the pipeline undergoes routine testing, our focus will shift to the gathering system, which will connect the wells already under contract to the pipeline. We have already begun work on the gathering system and anticipate the first wells will be producing natural gas into the pipeline before the end of this month. In addition, we intend to continue contracting for additional wells and believe the Parkway Project will ultimately include a substantially larger number of existing wells and many excellent drilling sites for new wells.

 We have opened criminal and civil cases against the contractors because no work or insufficient work was done.

 There still needs to be some specificity. Some of the stated objectives we get from contractors scare the hell out of me. It's the way we have to go, but I'm cautious. We need to make sure we're talking the same language.

 We do require each of these contractors to use only legal workers. We do not know if the current investigation involves one or multiple outside contractors.

 We have 3,500 guys out there putting a huge amount of pressure on the contractors to drive the job over the line. There's still a risk, we are managing it, but there may be other contractors out there that might not see it through.

 The diversity isn't there. To have opportunities to get general managers' jobs, you need diversity at levels below general manager. A lot of the young guys were in the pipeline. They had the opportunity to work with others in the pipeline. If diverse candidates don't get that same opportunity early on, they won't get the opportunity later on.

 We have done 90 percent of the work ourselves. Four or five of us know something about building, and the rest are guessing and learning as we go along. Our contractors have been gracious and have helped us as much as they can. Things have been falling into place. When we find something we've never done before, we've sought out others who have done that work.

 I continue to hear stories about how there are contractors, sub-contractors and others in the construction business are completely booked for this year because there is still so much demand for a variety of projects that need to be done right now.

 This is not to say that nuts and bolts contractors are at a disadvantage, ... But if you look at long-term trends, there will need to be more refurbishing of a lot of equipment so I've been increasingly looking towards tech-slanted defense contractors.

 It was just a miscommunication there but we work real well with all the other contractors and they work well with us.
