 At the same time, their bill creates a new system of giveaways to developers and real estate speculators regardless of whether their land claims are legitimate and with no limits on how much the taxpayer will be asked to pay, ... This action will produce harmful consequences for taxpayers and devastating consequences for endangered animals, fish, and plants.

 The report argues that the (low) figure is not the best measure of success or failure of the act to this point. Many endangered species are making steady progress toward recovery under the Endangered Species Act.

 Southern California is the endangered species hot spot in the continental United States. We are continuing to add population. It sets up a collision course between the Endangered Species Act and land use.

 It is a drastic mistake to eliminate the provisions that have to do with the protection of habitat for endangered species, ... It is my opinion that the Endangered Species Act is 99 percent about protecting critical habitat.

 Federal agencies shouldn't be able to dodge their obligations to protect endangered species by delegating important decision to the states. The state doesn't have the authority to protect endangered species the way the feds do.
