 Anybody who thinks the federal government is going to do anything to reverse the outsourcing trend is smoking dope,

 The Internet gave the Chinese people a way around their government's censorship, so the Chinese government has picked off U.S. technology providers one by one and made them gatekeepers instead of gateways. As long as you have companies with competing motives, there is the danger of further censorship.

 There is a long standing tradition of using code to evade censorship in China, so that goes on. The trouble is the Chinese government has created the world's most sophisticated censorship machine.

 We've been on a downward trend for births since 1981, except for the last two years. Hopefully, that has bottomed out and the trend will reverse.

 I abhor blatant censorship. That's exactly what happened tonight. I completely understand censorship in terms of FCC regulations. I don't always agree with them, but I understand them. Of course, the FCC does not allow certain words or graphic nudity, but blatant censorship, which was executed by Spike TV, should not be tolerated. This was just as reprehensible as the flagrant violation of censorship itself.

 Underlying this dismal [overall] grade is a disturbing slow-down in the government's rate of progress, ... For the quarter ending Feb. 15, the government brought mission-critical systems into compliance at a rate of 9.4%; for the quarter that ended May 15, the rate of progress slowed to 7.9%. This would be discouraging in any context. Less than a year before the March 1999 (government) deadline for Y2K repairs, a reduction in productivity is deeply troubling. This trend must be reversed.

 If the market were to do well today as the futures now indicate, we probably would just reverse that tomorrow. So I don't think you'll get much in the way of a trend. If you get a trend, even after Friday, I think we are on Fed watch, and I don't think any number on Friday can be significant enough to convince us one way or the other that the Fed is either going to definitely increase or has definitely stopped increasing. So we're treading water for a while.

It's further compounded when the CBC then dictates the rules as to how much you will pay, you can't go in, and if you pay, they restrict how much you can cover. So that's a double censorship whammy. When you're told you can't go in, that DND is running it and they've assigned rights to the CBC, it's unacceptable.

 If I have to allow censorship in order to do business there, then that's what I have to do. It's called capitalism. If [the U.S. government] felt so strongly about China, why isn't the government doing something about Tibet or sanctioning China because of its human-rights violations.

 I think it's more of a one-month blip than an indication that the truck trend is starting to reverse.

 Germany is on the decline in Europe and globally. Our goal is to stop that trend and reverse it.
