 This is going to sound glib, but they're not making any more land.  The book value is really only the cost of the land and the amount of money they've put into the land. It doesn't reflect the market value of the land.  In retrospect, basing (subdivision review) on lot size was not a very good idea. You shouldn't base land use planning on that. Now you have 20-acre tracts all over the place.

 When transferring property by way of sale the land owner needs to state the price for which he is selling. If the land is not being sold, but is being given as a gift then the value of the property must also be disclosed.
