 As world leaders gather in New York, we are still decades away from meeting the modest Millennium Development Goals to halve extreme poverty. A critical tool for achieving these goals is debt cancellation. A recent study by U.K. charities found that at least 62 low-income nations would require full debt cancellation -- in addition to more aid and trade justice -- as a first step towards achieving the goals.

 Today's decision will ensure that urgently needed resources are made available now in the world's poorest countries to tackle poverty and provide essential health and education.

 What we've already got is the 100 percent debt write-off for the poorest countries. It's already achieved, we've won it. We've got a doubling of aid from Europe that's to build schools and hospitals, particularly in Africa. That's already agreed. The next stage, over the next few days, is to see if we can go further.

 This means that these 18 countries should only be the beginning, ... The World Bank and IMF should extend debt cancellation to all poor countries if they are serious about poverty alleviation.

 The overarching global imperative to work to combat poverty ... must gain added urgency today when HIV-AIDS, conflict and other catastrophes are helping to reverse years of development gains in the poorest countries,

 The IMF/World Bank must agree to full debt cancellation this weekend. But this will only be a first step towards our broader goal of expanding debt cancellation to all impoverished countries, without devastating economic conditions, in the months and years ahead.

 President Bush and Prime Minister Blair made great progress and Gordon Brown and John Snow agreed on an excellent proposal for debt cancellation for many of the poorest countries.
